Default Microphone preamp

I'm wiring up a preamp/eq out of old ADM console. The input is +/-18v. I'm using a 24v power supply. I have two questions: 1. I can drop down the output to 18v on the power supply itself, but should I also use an 18v power regulater? 2. I've never connected a power supply before. The sheet that came with it shows a fuse and a "jumper" on the input side. Out of the five input pins, it says that I should: apply ac to 1 and 4 and apply a jumper to 1 and 3, 2 and 4. So what's a jumper? It's probably something very simple - I'm just very new at this. Any help from anyone will be greatly appreciated.

If the power supply output is adjustable, you don't need to add a regulator. A "jumper" is just a short connecting wire.
