Why use a JK? An XOR is more straightforward.

i don`t know, but i want a phase and a frequency detector. Is it a xor? I think that an xor detects the same a 0º and 180º phase, and i want only a zero when the phase is 0º. What do you think??? thanks

The XOR will give 90 degrees phase of the frequency output. If you want 0 degrees, you do need a different phase detector, look into the 74HC4046 which has several phase detectors. You may be able to determine how it is done.
