Can some one please tell me where I can the circuit digram of vector impedance meter that explains how to measure the phase angle of the DUT. I need it urgently

In power circuits, the measurement of phase angle is called "power factor". You need to measure the current and voltage. A power factor meter schematic is here: http://www.designnotes.com/CIRCUITS/pwrfact.htm
