I'm not sure about electric mowers - I've never used one, but for petrol mowers, I would estimate about 4000-5000 rpm.

What kind of grass cutter? there are two basic types, one with fast rotating blunt blades on a vertical axis which slash the grass and the other with a knive type multiple blade cutting drum on a horizontal axis. The latter cuts the grass and the cutter rotates comparatively slow.
