As I’m a complete novice, I would very much appreciate any assistance in creating a sequential led circuit. I have searched the web looking for a schematic, only to find a 12v circuit for brake /turning light for a vehicle. I can follow schematics and assemble, but have no idea what to get and where to connect. The circuit would have to use 9v or less, turn on 8 leds in sequence, running in one direction leaving each on as it progresses and once all are on, remain on until the power is turned off.

The one with the CD4015 ICs has a current in the LEDs that is low. It might look good on a toy car in the dark. You might not see the LEDs in the daytime.
