I assume your indicating the 10K resistor on the output of the quad op amplifier circuit.

I added the resistor to the circuit and although it takes longer for the circuit to stabilize (not long in actual time), the reading does tend to stabilize at average VDC reading.

Yes. It forms a low pass filter with the output capacitor which generates the average value of the filter input signal.

The value of the resistor and capacitor determine the response time and the amount of ripple in the output dc signal. The tradeoff is, faster response gives more ripple.
