Default RF track relay project

I am doing "RF track relay" as my final year project. This project mainly deal with detecting the train by a sensor at 1km apart from the road intersection point and transmitting the signal by using RF modules to main controller module.

I decided to use ATmega128L micro controller for controlling the transceiver modules. I planned to use a single channel RF transceiver for the transmission purpose. But our professor said this project is a kind of safety critical one so your design should more reliable way means RF transmission should be more reliable. He asked these type of questions "if your micro controller processor fails what is the situation?" "how your project safe the people?"

I need the help from you for finding proper design.What are the books or any research papers i need to read to solve my problem? please help me!
