Books will show you how echo and reverb circuits were made many years ago.
Modern circuits digitize the audio and use digital signal processing with a memory.

A Google for 'Echo IC' came up with a part (PT2390) that will do the job in a couple of miniutes.

The circuit can be found on the datasheet.

You might need to go to Taiwan to buy the echo IC.
