Digital Counter Project - Electronic Circuits Projects Diagrams Free

Hi,
I am trying to build a "digital counter" into a measuring device. It should be able to count from 1 to 9. It will be mounted on a scale with 9 divisions. The scale also has a sliding unit. When the sliding unit reaches say the 2nd division, the digital readout should be 2 and so on. I was wondering if i could get away with using any off the shelf digital counter, or maybe there is one in the market which can be slightly modified to meet the specs.
