Default something wrong w/ schematic ??

the battery power supply on this schematic dosn't look right.
has a duel power supply w/2 10K resistors in series ACROSS the batteries??
thinking of taking the resistors out, adding an on/off switch from + to ground (point C).
If you leave the 2 batteries as showen won't the resistors drain the batteries and/ or the circuit stays on all the time?

Use a DPST switch, otherwise one battery is still running when you turn it off.
