I would like to have a circuit about a liquid level display which glows a bulb at full strength when the liquid in the cylinder is full and comes down slowly when the liquid decreases accordingly.

Just a suggestion:

Put a float in the liquid connected by a rod to a slider type potentiometer which is part of a voltage divider for a opamp that drives a power transistor which in turn controls the brightness of the lamp.
