I think it needs to be fairly good as I intend to mix two of these signals together, 14 KHz and 14,25 KHz in order to get the 250 difference frequency. The medium I will be passing the signals through is human flesh and the is not much reactance there to clean things up.

Colpitts Oscillator can solve your purpose.
It can produce fairly good sine waves at frequencies around 10kHz-1Mhz. Have a look at the schamatic.

The output of this oscillator when fed to a step-up transformer will produce high voltage sine-waves. The inductor used can be of variable reluctance type to vary the freqyency. Also you can use variable capacitor.
