I my name is Galal i'm jsut beginner and need help to design >>>>>

Ac 220 v Fluorescent light with cheap components.

I have some circuits but all working with 12 , 24 , 110 v .

You didn't state the tube wattage?

Buy a ballast from somewhere like RS, the circuit is normally printed on the ballast and accompanying documentation.
