I need to know what weather or not I can use a 3904 as a substitution for BC109 and BC549 (I think that these are the parts).

I need to know what weather or not I can use a 3904 as a substitution for BC109 and BC549 (I think that these are the parts).
A BC109 and BC549 have very low noise. The 2N3904 has noise that is higher but all other spec's are the same.
Their pins are reversed.
