16 bit LED sequencer design...please help - Electronic Circuits Projects Diagrams Free

2 switch inputs
16 LED outputs

First switch when on, will turn LED's on in a sequence
Second switch when on, will turn LED's on in an opposite sequence.

i was thinking of using a 4 bit up/down counter with a 4 to 16 decoder. but i'm not sure how. ( i mean wiring the two together and the clock input to the counter)
