No, I think he meant that if Windows ran the Internet, the Internet wouldn't run, so you wouldn't be able to say that Windows ran the Internet. In which case you would never see a 404.

EXactly! a 404 page error is still sent by the webserver. So if the webserver is down how can it be sent

If you want UNIX you could consider something like FreeBSD, it's supposed to be more secure and stable than most Linux distributions and is quite popular as a server.
