Compaq powersupply woes - Electronic Circuits Projects Diagrams Free

I have a new compaq powersupply that I would like to run outside the box, However I cannot turn it on. I have tried shorting both the ps_on line and the standby lines to ground and still it refuses to start up, all other lines show zero voltage wrt ground. Any ideas?

Do you have a suitable load on it? - they won't start up without sufficient load.
